The U.S. Army is issuing an official apology to Ryan Seacrest -- after learning his alleged stalker is one of their own.

TMZ just spoke with Lt. Col. Nathan Banks, an Army spokesperson, who told us: "We apologize to Ryan Seacrest. Pending the outcome of the local investigation, the Army will decide what further action to take. We take all matters of our personnel seriously."
As TMZ first reported, Chidi Uzomah is currently a member of the U.S. Army reserves -- and is assigned to a special forces unit. Translation -- he's a very dangerous man.

So a rabbi and a d-bag walk into a building ...

We got Jon and Rabbi Shmuley -- Michael Jackson's former "spiritual advisor" -- heading into New York City's West Side Jewish Center last night, where they held a public dialogue in an attempt to make Jon look like less of a scumbag.
Inside, Jon reportedly apologized to Kate -- who wasn't there -- for "openly having relationships in the public eye" after their split, adding "if she would've done that to me, I would have been extremely pissed off."
It's like Yom Kippur all over again ... .

Just one day after Arnold Schwarzenegger promised "swift action" -- Maria Shriver has issued an apology for her repeated illegal use of her cell phone while driving.

"I'm sorry. I will be donating my favorite old cell phone to my Women's Conference partner Verizon through their HopeLine program that helps domestic violence shelters.
I invite anyone else who wants to recycle their old phone to join me.
That's my version of swift action with a higher purpose."

Speaking in a far more serious tone than he did last week -- David Letterman admitted on tonight's show how his wife Regina "has been horribly hurt by my behavior."

David continued by saying, "If you hurt a person, and it's your responsibility, you try to fix it ... so let me tell you folks, I have my work cut out for me."
Before addressing the situation with his wife, David was a bit more jovial -- apologizing to his staff members for subjecting them to all the drama caused by his situation ... then cracking a joke about hooking up with his announcer, Alan Kalter.
David also wanted to make it clear that his sexual exploits with staff members were a "thing of the past."

David Letterman issued a "sincere apology" to his wife during the monologue of his show earlier today -- wasting no time in addressing his controversial handling of the extortion plot against him.
It was Dave's first show back since he admitted to having sexual relationships with multiple female members of his staff.
Several audience members claim Dave went on "at length" about his situation, sometimes using humor ... and sometimes getting serious.
Letterman also apologized to the women who work on his show, telling the audience he's worried that people will think he hooked up with women who were never really involved with him.

Kanye West has finally made the call.
Moments after Taylor Swift told the ladies of "The View" that as of this morning, Kanye hadn't called to apologize ... guess who decided to pick up the phone?
Reps at "The View" claim Kanye rang up Taylor right after she finished her segment and offered a big, fat apology for stealing her moment at the MTV VMAs this weekend.
Of course, Swift reportedly accepted the apology.

Lil Mama just tried to explain why she pulled a mini-Kanye last night at the VMAs -- issuing a non-apology for jumping on stage at the end of Jay-Z and Alicia Keys' performance like she deserved to be up there.

Here's what Mama told MTV:
"I did not mean any disrespect towards Jay-Z or Alicia Keys. I admire them and look up to them as role models. 'Empire State of Mind' had my emotions running high. In that moment I came up onstage to celebrate my two icons singing about NY."

Kayne West just went to his blog to issue another kinda-sorta apology to Taylor Swift ... this time West uses a Ben Stiller movie to describe his emotions :
I feel like Ben Stiller in "Meet the Parents" when he messed up everything and Robert De Niro asked him to leave... That was Taylor's moment and I had no right in any way to take it from her. I am truly sorry.
Kanye had written another statement on his blog late last night, but that one mysteriously disappeared shortly after it was posted.

TMZ has obtained the THREE 911 calls by the woman who couldn't get a refund after a McDonald's in Florida ran out of McNuggets.

UPDATE -- A rep for McD's tells TMZ, "Satisfying each and every customer that visits our restaurants is very important to us. Regarding this isolated incident, we apologize for the inconvenience caused. In the event that we are unable to fill an order, a customer should be offered the choice of a full refund or alternative menu items. We regret that in this instance, that wasn't the case.
We want to correct our mistake. We will be sending the customer her refund, along with an invitation to return for her original order, on us. We never want to disappoint a McNuggets fan or any McDonald's customer. Customer satisfaction is our top priority."

Congressman Barney Frank just told TMZ he is sending a letter to Northern Trust, demanding that the bank pay the government the equivalent of what it spent last week on lavish parties and concerts in L.A.
Frank, Chairman of the House Committee on Financial Services, is sending the letter on behalf of the Committee.
Frank is also asking Northern Trust to return the $1.6 billion in bailout money to the government. Northern Trust didn't ask for the money when Former Treasury Secretary Henry Paulson doled it out. The new law actually allows banks that didn't need the money to return it.
Frank also scoffed at the boondoggle, saying Northern Trust should have spent that money making loans and stimulating the economy. He called the Northern Trust Open an "ego thing" that has nothing to do with good business.
Senator John Kerry also weighed in on TMZ's story, calling Northern Trust's L.A. extravaganza "disgusting and stupid
and pathetic."
UPDATE: Congressman Brad Sherman said, "Wall Street is laughing at us saying, 'we got to keep your money and our lifestyle is unchanged.'"
Senator Sherrod Brown said, "A lot of banks seem to be talking out of both sides of their mouths. When we ask what they are doing with taxpayer funds, they claim it's impossible to track the money because it is fungible. But when it comes to paying for parties, all of a sudden an enormous wall divides the TARP money from everything else. They cannot have it both ways."

It only took Chris Brown a week since we broke the story of his alleged beatdown of Rihanna to release a statement... but here it is.
"Words cannot begin to express how sorry and saddened I am over what transpired. I am seeking the counseling of my pastor, my mother and other loved ones and I am committed, with God's help, to emerging a better person. Much of what has been speculated or reported on blogs and/or reported in the media is wrong. While I would like to be able to talk about this more, until the legal issues are resolved, this is all I can say except that I have not written any messages or made any posts to Facebook, on blogs or any place else. Those posts or writing under my name are frauds."
A spokesperson for Rihanna declined to comment.

We officially apologize for poking fun at Sam, the koala rescued from the fires in the Australian wilderness. Sam was photographed drinking bottled water and we made a joke....and it was out of line.
Turns out lil' Sam suffered burned paws and was taken to the Mountain Ash Wildlife Shelter -- nothing funny about that. But since she's been at the shelter, Sam has drawn the attention of a male koala named Bob. The two are now said to be inseparable.
We made a joke about Sam drinking bottled water and then going to pilates and eating sushi. Bad joke, bad us.

After finally realizing that her first apology wasn't much of one, Miley Cyrus is actually saying she's "sorry" for taking part in this photo that mocks Asians.

Miley took to her fan club website to give the second mea culpa. She wrote:
"I want to thank all of my fans for their support not only this week, but always! I really wanted to stress how sorry I am if the photo of me with my friends offended anyone. I have learned a valuable lesson from this and know that sometimes my actions can be unintentionally hurtful. I know everything is a part of GOD's ultimate plan, and mistakes happen so that eventually I will become the woman he aspires me to be. Peace and love, Miles"
